Цифровое развитие, подкрепленное государственными инициативами, ведет к достижению целей: повышению качества медицинских услуг, улучшению результатов лечения и сокращению расходов.</p></sec><sec><title>Цель исследования</title><p>Цель исследования: осмысление и упорядочивание зарубежных практик внедрения цифровых решений в медицину для дальнейшего развития российской политики в этой области.</p></sec><sec><title>Материалы и методы</title><p>Материалы и методы. Методология исследования базируется на применении общенаучных методов и анализе ведущей рецензируемой литературы из международных баз данных Medline, PubMed и eLIBRARY за период 1985–2024 гг. В рамках исследования было проанализировано 150 источников, из которых были отобраны 69 статей. Поиск осуществлялся по ключевым словам, связанным с цифровой трансформацией здравоохранения, что обеспечило репрезентативную выборку научных материалов по изучаемой проблематике.</p></sec><sec><title>Результаты</title><p>Результаты. По результатам исследования установлено, что цифровое здравоохранение демонстрирует значительный позитивный потенциал, выражающийся в повышении доступности, эффективности и персонализации медицинской помощи, благодаря развитию телемедицины, мобильных приложений и технологий на основе искусственного интеллекта. В то же время выявлено, что внедрение цифровых технологий сопровождается серьезными негативными последствиями, главными из которых являются усугубление социального неравенства и возникновение цифровой эксклюзии уязвимых групп населения ввиду разрыва в доступе к технологиям и уровне цифровой грамотности в обществе.</p></sec><sec><title>Заключение</title><p>Заключение. Таким образом, внедрение цифрового здравоохранения, помимо повышения доступности и эффективности медицинской помощи, системно усугубляет социальное неравенство, поэтому правительствам рекомендуется разрабатывать и реализовывать комплексную государственную политику, направленную на минимизацию цифрового разрыва путем развития инклюзивной инфраструктуры, преодоления алгоритмических смещений и внедрения целевых программ поддержки для уязвимых групп населения.</p></sec></abstract><trans-abstract xml:lang="en"><sec><title>Introduction</title><p>Introduction: Digital development supported by government initiatives leads to the achievement of key objectives, including the improved quality of healthcare services, better treatment outcomes, and reduced costs.</p></sec><sec><title>Objective</title><p>Objective: To identify, analyze, and systematize international practices of digital solution implementation in healthcare for further development of the Russian policy in this area.</p></sec><sec><title>Materials and Methods</title><p>Materials and Methods: The research methodology is based on the application of general scientific methods and the analysis of peer-reviewed publications issued in 1985–2024 and found in Medline, PubMed, and eLIBRARY international databases. The search was conducted using key terms related to the digital transformation of healthcare, which ensured a representative coverage of scientific materials on the topic. Of 150 search results, 69 articles were selected for the review.</p></sec><sec><title>Results</title><p>Results: Our findings show that digital health demonstrates significant positive potential expressed through increased accessibility, efficiency, and personalization of medical care, driven by the development of telemedicine, mobile applications, and artificial intelligence-based technologies. At the same time, introduction of digital technologies is accompanied by serious negative consequences, the most critical of which is the exacerbation of social inequality and the emergence of digital exclusion of vulnerable population groups due to disparities in technology access and digital literacy in the society.</p></sec><sec><title>Conclusions</title><p>Conclusions: Implementation of digital health, while enhancing the accessibility and efficiency of medical care, systemically exacerbates social inequality.
