Глобальные катастрофы и вызовы оказывают значительное влияние на функционирование национальных систем здравоохранения, а при оценке обеспечения их готовности к своевременному и эффективному ответу к данным событиям существуют различные и зачастую неоднородные подходы, обуславливающие необходимость разработки интегральной и унифицированной модели ее функционирования с учетом ресурсных возможностей.</p></sec><sec><title>   Цель исследования</title><p>   Цель исследования: разработать на основе международных подходов теоретическую модель ресурсного обеспечения региональной системы здравоохранения для устойчивого ответа на глобальные вызовы.</p></sec><sec><title>   Материалы и методы</title><p>   Материалы и методы. Проведен шестиэтапный аналитический обзор международных научных публикаций по методу PRISMA. Первый и третий этапы включали формирование первичных баз данных (объем первичной выборки – 470 статей, объем дополнительной выборки – 549 статей) из публикаций Национальной медицинской библиотекиНационального института здравоохранения и базы данных PubMed за период с 1 января 2000 по май 2024 года. Второй и четвертый этапы исследования включали проведение экспертного рецензирования и исключение публикаций. На пятом этапе проведен экспертный анализ итоговой выборки (объем выборки – 30 статей) из наиболее содержательных публикаций. На шестом этапе разработана BPMN (Business Process Management Notation) модель снабжения системыздравоохранения ресурсами, позволяющая ей сохранять устойчивость в условиях реализации глобальных вызовов.</p></sec><sec><title>   Результаты</title><p>   Результаты. Разработана теоретическая модель ресурсного обеспечения региональной системы здравоохранения для устойчивого ответа на глобальные вызовы, представленная пятью уровнями взаимодействия, учитывающими виды и условия оказания медицинской помощи, различные звенья формирования ресурсных резервов, а также иерархические связи между медицинскими организациями.</p></sec><sec><title>   Заключение</title><p>   Заключение. Разработанная модель формализована и алгоритмизирована в части описания основных процессов, реализуемых в структурных элементах системы здравоохранения при различных сценариях их функционирования, и может быть использована для разработки планов и программ по повышению мобилизационной готовности региональной системы здравоохранения для ответа на глобальные вызовы.</p></sec></abstract><trans-abstract xml:lang="en"><sec><title>   Introduction</title><p>   Introduction: Global disasters and challenges have a significant impact on the functioning of national health systems. Heterogeneous and often differing approaches to assessing the readiness of the latter for a timely and effective response to these events necessitate the development of an integrated and unified model of its functioning given the resource potential.</p></sec><sec><title>   Objective</title><p>   Objective: Based on international approaches, to develop a theoretical model of resource provision of a regional healthcare system for a sustainable response to global challenges.</p></sec><sec><title>   Materials and methods</title><p>   Materials and methods: We conducted a six-stage analytical review of international scientific publications using PRISMA method. The first and third stages included creation of primary databases (initial sample size: 470 articles, additional sample size: 549 articles) of publications found in the National Medical Library of the National Institute of Health (NLM and NCBI) and the PubMed databases for the period of January 1, 2000 to May 2024. The second and fourth stages included peer review and selection of eligible publications. At the fifth stage, an expert analysis of the final sample (30 articles) consisting of the most informative publications was carried out. At the sixth stage, we developed a BPMN (Business Process Management Notation) model of resource provision of the healthcare system that allows it to maintain stability in the face of global challenges.</p></sec><sec><title>   Results</title><p>   Results: We developed the theoretical model of the regional healthcare system resource provision for its sustainable response to global challenges, represented by five levels of interaction that take into account medical care types and conditions, different stages of resource reserve formation, as well as hierarchical links between health facilities.</p></sec><sec><title>   Conclusion</title><p>   Conclusion: The developed model has been formalized and algorithmized in terms of description of the main processes taking place in the health system structural elements under different scenarios of their functioning and can be used to elaborate plans and programs to improve the regional healthcare system emergency response to global challenges.</p></sec></trans-abstract><kwd-group xml:lang="ru"><kwd>модель ресурсного обеспечения</kwd><kwd>региональная система здравоохранения</kwd><kwd>глобальные вызовы</kwd><kwd>медицинская помощь</kwd></kwd-group><kwd-group xml:lang="en"><kwd>resource provision model</kwd><kwd>regional healthcare system</kwd><kwd>global challenges</kwd><kwd>medical care</kwd></kwd-group><funding-group><funding-statement xml:lang="ru">Исследование проведено в ФГБНУ «Национальный НИИ общественного здоровья имени Н.А.
